For a long time, transport has been seen as separate for both policy and research. Within that siloed perspective, accessibility, as the potential of destinations one could reach in a given time, was seen as a major factor describing the quality of that system. The transport solutions following from that point, not surprisingly, at speed and flow solutions. Build infrastructure, price capacity. In that approach, downsides were seen as externalities, needing separate attention without questioning the core value of accessibility. Three major factors played a role in policy making in many western countries in the slow acceptance of the limitations of that approach. First, induced demand showed us the limitation of capacity extensions. Second, other public values proved to be under pressure from many transport-oriented policies, like health, safety, and inclusiveness. Third, major transitions link transport to other sectors like energy, showing new interdependencies and complexities. We as transport researchers have long been comfortable in our role supporting the transport silo. It seems that a new perspective would make sense, but what does that means for us? That is the question that will be introduced and discussed, with the aim of providing some first ways forward.
Wijnand Veeneman is a full professor at Delft University of Technology on Governance of infrastructure and mobility. He is also scientific director of Next Generation Infrastructure, a research and knowledge program from six major Dutch infrastructure managers on shared development of transition strategies. The PhDs he supports work on decision-making in complex stakeholders environment and how to support these by cooperative strategies and shared analysis.
