A vagabond (Charlie Chaplin) lives in a draughty, derelict house, is hunted by the police for his minor thefts and cannot find work because he is too slow off the mark. One day he saves little Scraps from a vicious pack of fellow stray dogs and starts taking him with him in his vagabond life. At a low level venue he meets a shy, penniless young singer (Edna Purviance) but they are both thrown out. In the meantime two thieves steal the wallet of a drunk rich man and hide out in the very same derelict house where our vagabond lives. Scratching in the soil Scraps finds it and our hero makes his triumphant return to the bar he was thrown out of where he meets the singer once again. After a series of mishaps and with the money stolen by the thieves in their possession the two manage to buy a small farm where they live happily ever after.
